Clarion Cat Initiative Group is a volunteer-led Trap-Neuter-Return (TNR) program working to humanely reduce outdoor cat overpopulation and improve the lives of cats and residents in our Borough.
If you’re seeing outdoor or stray cats on your property, we’re here to help using a humane, proven approach called Trap-Neuter-Return (TNR).
When you submit a request for assistance, here’s what you can expect:
Complete our simple assistance request form so we can learn more about you and the cats you’d like us to help with
After completing the request form, a volunteer will reach out to learn more about the cats, answer questions, and schedule next steps
Our trained volunteers safely trap the cat or cats using humane equipment
Each cat is transported to a veterinary clinic where they are spayed or neutered, and vaccinated for rabies
After a short recovery period, the cat is returned to the same outdoor location where it was found
After the cat is returned, you can continue to stay involved with the group in a variety of ways!

Stabilizing outdoor cat populations over time is key to lasting impact. When cats are simply removed, new cats often move in to fill the space- a process known as the vacuum effect. Spay and neuter through TNR breaks this cycle and creates long-term, humane population control.
